We received Notification that the temporary surcharge portion ($21.25) of the Judicial Computer Project fee (JCP/ATJ/CJEA/OAG) that was authorized in 42 Pa. C.S.§3733.2 will expire on July 31, 2023. As a result, the temporary surcharge of $21.25 will no longer be collected. This means that instead of a JCP fee of $40.25, the JCP fee is $19.00. We are informed that this temporary surcharge is expected to be reauthorized as part of the overall Pennsylvania state budget.
The Notification about this change was received at the last minute without any pre-warning. We are aware that this will cause many of you to recalculate your recording fees so that correct fees are sent with recordings. Please know that we have no choice but to reject recordings that do not have the correct recording fees (calculated with the $19.00 JCS fee).
Recorder of Deeds:
JCS documents: Deeds in any form; Mortgages; Assignment of Mortgages; Release of Mortgage; Mortgage Satisfaction Pieces; Installment Sales Agreements; Leases for a term of thirty (30) years or longer; Easements; Rights of Way.
Register of Wills: All Petitions for Letters
Clerk of Orphans’ Court: All first filings for Adoptions, Small Estates, Trusts, Guardianships, and Minors’ Estates
It is our hope that we will receive a prompt Notification about any surcharge reauthorization once it is determined so that we may notify our customers with the information.

The Juniata County Register and Recorder has many different roles which include the Recorder of Deeds, the Register of Wills and the Clerk of Orphans’ Court.
The Recorder of Deeds office handles all transactions dealing with real estate. This includes the recording of deeds, mortgages, and various miscellaneous items, such as right of ways, easements, power of attorney, leases, UCC’s (secured transactions), notary bonds, drafts of survey and subdivision plans, mortgage releases, satisfactions, postponements and assignments.
